Job Summary:

This is management and administrative work in the Design and Construction Division of the School District. The employee in this class has direct supervision of a team of professionals comprised of architects, engineers, and consultants. Daily work activities are comprised of monitoring the progress of design projects and ensuring compliance with the School District’s building design and technical standards; coordinating with staff in Construction, Finance, Contracts Compliance, and Grade and Space Planning throughout various stages of project development; reviewing and approving all invoices from consulting design firms during the design development phase; leading biweekly project update meetings with staff within the Design Division. Participates in an annual capital budget call process to review capital funding requests and identify future projects for inclusion in the capital budget. Assures that delivery of projects is on time and within the specified budget and schedule. Identifies and leads professional development opportunities for design staff within Capital Programs. Collaborates with various academic departments, Assistant Superintendents, and other instructional personnel on incorporating evidence based instructional practices into the educational program of requirements. The Design Manager is an integral member of the Office of Capital Programs management team. 

Essential Functions:

• Supervises all technical personnel involved in architectural, mechanical electrical or structural drafting and design; develops technical specifications for construction and equipment, and construction estimating. 

• Supervises personnel engaged in the preparation and reproduction of drawings and prints; develops a program for the several steps in the design process, including schematics, preliminaries, final working documents, drawings, and specifications. 

• Assists the Director in organizing the work flow of the architectural, mechanical, electrical, and structural sections; participates in the development of technical criteria and in conferences concerning design; develops estimates of construction and design costs; participates in the selection of materials and methods for construction projects. 

• Monitors the receipt of bids, estimates, and change orders for alterations and improvements; coordinates the construction phase of all interdepartmental projects within the School Facilities Division to ensure their compliance with working documents and deadlines.

• Maintains liaison with municipal agencies and professional and community groups.

Other Functions:

• Performs related work as required.

Minimum Requirements:

• Bachelor’s degree from an accredited college or university with major coursework in engineering or architecture. 
• Four years of full-time, paid, professional experience managing architectural or engineering design staff in a large school district, municipality or organization.
• Commonwealth of Pennsylvania Professional Engineer license. 

 OR 

• Commonwealth of Pennsylvania Registered Architect license. 
• Knowledge of educational facilities preferred. 
• Strong verbal and written communication skills.

Knowledge, Skills and Abilities:
Demonstrated knowledge of:: 
o architectural, mechanical, electrical, and structural design standards, drafting practices and procedures, and current construction practices. 
o drafting principles and practices involved in the operation of complex technical plans and drawing. 
o the characteristics and uses of the various types of structural materials. 

Demonstrated ability to: 
o supervise the work of technical and professional personnel engaged in architectural, electrical, or structural drafting and design. 
o develop estimates of construction and design costs. 
o analyze and evaluate structural engineering design or construction proposals for technical and economic feasibility and to implement appropriate recommendations. o develop technical specifications. 
o work both independently and within a team environment. 
o write and modify design specifications. 
o use AutoCAD 2015 or higher. 
o prepare technical memorandums, bid packets, project scope reports, change notices and other correspondence. 
o work, plan, schedule and coordinate with school based staff, maintenance personnel, and other team members of capital programs to ensure minimum interruption to the educational process and the daily overall operations of the school. 
o lead and participate in public forums and meetings informing communities abut planned capital projects. 
o establish and maintain effective working relationships.
