Job Summary

Coordinates a wide array of services and programs for children in the area of specialization.  For the Educating Children and Youth Experiencing Homelessness specialty, coordinates with all Local Education Agencies within the region as well as local, regional and state agencies to eliminate barriers for children and youth who are experiencing homelessness.

Essential Functions

Educating Children and Youth Experiencing Homelessness 

  •    Serves as the point of contact for designated learning network’s schools for students experiencing homelessness and McKinney-Vento related work as a member of that Learning Network’s cabinet.

       Supports school personnel through professional development and technical assistance.

       Supports students/families identified as experiencing homelessness in the designated network through meetings, providing resources, hosting groups, etc.

       Ensures that McKinney-Vento identified students are enrolled in, and have full and equal opportunity to succeed in, schools in the learning network.

       Ensures that students/families receive resource information and referrals to health, dental, mental health, and substance abuse services, housing services, and other appropriate services.

       Ensures public notice of the educational rights of McKinney-Vento students is disseminated in locations frequented by students/families including unaccompanied homeless youth.

       Ensures that enrollment disputes and/or difficult situations are directed to the Regional Coordinator at the School District of Philadelphia in accordance with the requirements of the McKinney-Vento Act and Pennsylvania Department of Education.

       Ensures students/families are fully informed of all transportation services, including transportation to and from the school of origin and are assisted in accessing transportation services.

       Assists schools in developing protocols for identifying, enrolling, and serving students experiencing homelessness  with the support of the ECYEH team.

       Trains and/or identify opportunities for the Regional Coordinator to train district and school personnel on the McKinney-Vento Act, and related policies and procedures to generate district-wide awareness and avoid compliance issues.

       Meets periodically with school administrators (e.g., the Counselor, Principal, Secretary, Special Education, STEP, etc.)  to ensure that protocols are in place to coordinate services for students experiencing homelessness in a prompt and efficient manner.

       Develops collaborative relationships with local service providers, including shelters, soup kitchens, food banks, housing agencies, public preschool programs, faith-based organizations, and business partners.

Minimum Requirements

   Bachelor’s degree from an accredited college or university.

   Two years of full-time, paid, professional experience in program management, implementation, data collections and research, which has included experience with academic enrichment in a large urban district or overseeing components of financial and administrative operations in a large organization.   

OR  

   Any combination of training and experience determined to be acceptable by the Office of Talent.

Knowledge, Skills and Abilities   

Demonstrated knowledge of:

o   the principles and current practices in the area of academic enrichment. o the methods and techniques utilized in effective program planning, design, and administration.

o   community resources available to support program initiatives.

o   supervisory methods and techniques.

 

  Demonstrated ability to:

o   coordinate professional development activities.

o   assess the effectiveness of programmatic activities and to make cogent recommendations for modifications as needed.

o   use a personal computer for word processing and data management. o communicate effectively, both orally and in writing.

o   establish and maintain effective relationships.
