Job Summary

 

Contract work is highly diverse and supports all District education, finance and operational units in support of the Transactional Unit and in furtherance of the business of the School

District.  

                    

Essential Functions 

   Assists in contract development within and outside of and in the Office of General Counsel (OGC) District’s contracting processing system to meet District client needs for timely and efficient preparation, execution and delivery of District contracts.

   Implements, develops as necessary and follows through; provides the tools for alignment of resources and the support necessary for timely and accurate contract creation, amendment and renewal of contracts.

   Facilitates and maintains communication within the program offices and the OGC attorneys and staff for successful implementation of the contracts creation module.

   Uses systems and the applications efficiently to produce consistent, high quality contracts that protect the economic and programmatic interests of the District while meeting broad acceptance in the diverse markets in which the District does business.

   Maintains flexibility for additional and different types of projects and work as needed to support the OGC and the School District; for the Office of Student Rights and Responsibility, works with the Deputy to advise school-based staff on student rights issues, including but not limited to custody matters, child welfare matters, Family Educational Rights and Privacy Act (FERPA) issues as well as discipline and truancy issues. 

   Provides assistance in contract development and processing.

   Prepares contracts for attorney review and works with clients on development and delivery of contract requirements (statements of work, budgets, Board of Education action items, and grant-funding requirements).  

   Ensures quality control throughout contract development and processing.

   Maintains client contact and provides assistance throughout contract development and processing.

   Handles regular client inquiries for contract copies and contract development status. 

   Maintains files of active and completed contracts.

   Drafts legal documents, drafts and signs correspondence.

   Interacts with a variety of School District and outside personnel.

   Performs related work as required including handling additional and different types of projects and work as needed to support the other units within the Office of General Counsel and the School District.

Minimum Requirements 

General Counsel Specialty

   High school diploma or equivalent.

   Completion of an accredited paralegal/legal assistant training program.  

OR  

   Three years of full-time, paid experience providing assistance in contract development and processing drafting legal documents for a government or corporate law office.  

                                                                   OR 

   Bachelor’s degree from an accredited college or university.

Knowledge, Skills and Abilities All Specialties 

   Thorough knowledge of:

o   the English language and spelling.

   Demonstrated ability to:

o   learn legal issues to the extent necessary to do effective collection, evaluation, and organization of facts.

o   manage a large and varied workload. o learn, interpret and carry out School District contract and contract processing policies and procedures.

o   support interface with relevant District offices.

o   problem solve. o write clearly and concisely. o understand and follow written and oral instructions. o communicate effectively, both orally and in writing.

o   establish and maintain effective working relationships.

      o support interface with relevant District offices, including Procurement, Comptroller, Chief Financial Officer, Accounts Payable, and all                               educationside clients.

      o comprehend and organize facts and exercise sound judgment when making recommendations based on gathered information.

 

Thorough knowledge of:

      o standard contract processing systems.
