Job Summary:
Controls and maintains automated financial systems. Maintains the daily operation and
reconciliation of a computerized accounts payable system for the related financial
system including encumbrances, purchase orders, direct expenditure requisitions, and
petty cash accounts. Tests and implements enhancements and new application
modules. Trains financial and clerical employee in the use of mainframe terminals to
enter and access financial information.
Essential Functions:
• Receives and tests new financial applications modules; determines if potential
problems exist and notifies data processing personnel accordingly; prepares on-line
user manuals for each new application.
• Works with financial staff in developing plans for conversion of financial data; serves
as liaison with system analysts and applications programmers to coordinate the
transition of financial records to new computer applications in the user departments.
• Plans and conducts training sessions for central financial staffers must be trained in
the various financial applications based on work assignments and locations.
• Manages system security and parameter tables which determine system access and
validation levels through assignment of user identification numbers and passwords;
maintains records of names and identification numbers of personnel permitted
access to the system.
• Maintains control of the various financial applications including but not limited to user
access, system tables, daily reconciliations and work flow between related
departments; provides support to field and departmental users entering and
accessing financial information.
• Performs reconciliations and analyses of various financial transactions that interface
with the general ledger and subsidiary expenditure and budgetary systems.
Minimum Requirements:
• High School Diploma or equivalent.
• Seven years of full-time, paid experience maintaining and reviewing financial
records, two years of which has been at the Accounting Technical level performing
the more complex financial transactions, including one year participating in the
development and implementation of mainframe /personal computer.
OR
• Associate’s degree from an accredited college.
• Five years of full-time, paid experience maintaining and reviewing financial records,
two years of which has been at the Accounting Technical level performing the more
complex financial transactions, including one year participating in the development
and implementation of mainframe /personal computer.
OR
• Bachelor’s degree from an accredited college.
• Three years of full-time, paid experience maintaining and reviewing financial records,
two years of which has been at the Accounting Technical level performing the more
complex financial transactions, including one year participating in the development
and implementation of mainframe /personal computer.
Knowledge, Skills and Abilities:
Demonstrated knowledge of:
o principles, practices, and procedures of accounting.
o principles and practices of electronic data processing as it pertains to accounting.
o standard office practices and procedures.
Demonstrated ability to:
o review and test computerized financial applications.
o train financial and clerical staff in the use if computers to enter, assemble, and
retrieve financial information.
o compile and compute fiscal data.
o effectively communicates, both orally and in writing.
