This is a full-time, Non-Represented role. The salary grade for this posting is 4032. The salary range is $100,985 to $157,845. Please note that the final salary will be determined by our Classification and Compensation team after reviewing the candidate's experience and considering our internal salary equity.
 

Job Summary

Provides leadership and guidance in the administration of Transportation Services.  Plans, organizes, directs, and controls the operation of bus routes serviced by a fleet of School District buses and contractor vehicles which operate from various sites throughout the city.  Evaluates and plans programs to meet current and future District needs for student transportation.  Oversees the maintenance for school buses as well as all other School District vehicles which includes security and maintenance vehicles.  Develops and maintains appropriate management information systems for reporting various data to District offices and state and federal agencies.  Ensures a safe and efficient transportation system for the School District of Philadelphia.

Essential Functions

  • Plans, organizes and directs through subordinate administrators, a large staff comprised of professional employees engaged in Transportation Services activities. 
  • Assesses the effectiveness and efficiency of the day-to-day operations; determines, defines and outlines operating procedures for achieving the goals, objectives and priorities of the department; ensures the operations are in compliance with departmental policies and procedures.
  • Defines service levels and necessary resources; assures that adequate procedures and processes are in place to promote quality service; plans, organizes, supervises and coordinates the dispatching, operation, inspection, maintenance and storage of automotive vehicles including buses, trucks, automobiles and related equipment.
  • Reviews data on vehicle running time, capacity, traffic patterns and street conditions; recommends operational changes and improvements in the utilization of manpower, equipment and facilities.
  • Structures work activities and schedules in compliance with collective bargaining agreements; inspects maintenance and repair activities; recommends changes in shop operations.
  • Administers transportation operations in accordance with state and federal regulations and District policies. 
  • Establishes and monitors compliance with safety standards and develops training programs for bus drivers, attendants, mechanics and others; reviews training programs and evaluates effectiveness.
  • Prepares clear, comprehensive reports on all aspects of Transportation Services.

Minimum Requirements

  • Bachelor’s degree from an accredited college or university in business or public administration, engineering, transportation management or a related field.
  • Ten years of full-time, paid progressively responsible experience managing a transportation system in a school district or urban setting, five of which have been in a broad management position.   

 

Knowledge, Skills and Abilities

 

  • Demonstrated knowledge of:

○    the modern management principles, practices and procedures of transportation services.

○    the principles and practices utilized in managing a large, urban transportation system.

○    the modern methods and techniques used in transportation scheduling and routing.

○    federal and common state highway safety laws and regulations.

             ○     supervisory methods and techniques.

 

  • Demonstrated ability to:  

○  evaluate methods, procedures and techniques in transportation services and maintenance and make sound recommendations to improve efficiency and quality of service.

○      communicate and prepare comprehensive reports and presentations clearly and concisely.

 

  • Ability to:

○          use a personal computer.

○          communicate effectively, both orally and in writing.

○          establish and maintain effective working relationships.
