Job Summary
The Deputy Chief of Talent Acquisition serves as the executive leader responsible for developing and executing a comprehensive, District-wide talent acquisition strategy that ensures the School District of Philadelphia attracts, hires, onboards, and retains a highly qualified, diverse workforce capable of advancing student achievement. Reporting to the Chief Talent Officer, the Deputy Chief provides executive leadership over recruitment, staffing, onboarding, talent operations, workforce planning, employer branding, sourcing strategies, HR technology, and candidate experience. The Deputy Chief develops innovative recruitment pipelines, strategic partnerships, and workforce initiatives that support hiring for approximately 20,000 employees across instructional, school-based, operational, and central office positions while ensuring compliance with federal, state, District, and collective bargaining requirements. The Deputy Chief serves as a strategic advisor to executive leadership on workforce planning, labor market trends, staffing analytics, organizational capacity, and long-term talent strategy.
Essential Functions
• Develops District-wide recruitment strategy for instructional, school-based, operational, and central office position.
• Leads workforce planning initiatives and forecasts staffing needs.
• Develops annual hiring plan; establishes recruitment priorities aligned to District goals.
• Provide executive oversight of teacher recruitment, school leader recruitment, central office recruitment, operations recruitment, hard-to-fill positions, executive searches, and internal mobility. • Establishes recruitment priorities aligned to District goals.
• Develops Talent pipelines and strategic partnerships with universities, alternative certification providers, community organizations, professional associations, national recruitment organizations, Historically Black Colleges and Universities and diverse educator networks.
• Strengthens SDP's employment brand and increases visibility.
• Improves candidate experience during recruitment and onboarding.
• Leads recruitment marketing and expands digital recruitment strategies.
• Provides executive oversight for Taleo, Oracle HCM, recruitment analytics, candidate relationship management, automation initiatives and workforce dashboards.
• Oversees District-wide onboarding strategy ensuring successful transition from candidate to employee.
• Directly oversees the Executive Director of Recruitment; Director of Talent Support Services and HRIS; Director of Onboarding and Employee Experience and additional managers and operational staff as assigned.
• Monitors data and performance for vacancy rates, fill rates, time-to-fill, time-to-hire, offer acceptance, candidate diversity, retention, recruitment return on investment and customer satisfaction.
• Provides regular reports to the Superintendent, Chief Talent Officer, Cabinet, and Board of Education.
Minimum Requirements
• Master’s degree from an accredited college or university in Human Resources, Business Administration, Public Administration, Educational Leadership, Organizational Leadership, or a related field.
• Eight years of full-time, paid, professional progressively responsible leadership experience in talent acquisition, human resources, workforce planning, or organizational leadership, five of which were supervising professional staff and has included experience leading large-scale recruitment operations in a complex organization, preferably a large urban school district or similarly complex public-sector environment.
• SHRM-SCP, SPHR, or equivalent certification preferred.
• Oracle HCM and Taleo experience preferred.
• Public education or other large, unionized organization preferred.
• Demonstrated success leading enterprise-wide workforce transformation initiatives preferred.
• All work experience related to the position must be included on the resume.
Knowledge, Skills and Abilities
• Demonstrated knowledge of:
o the principles and practices of public personnel policies as they affect a large urban district.
o the current practices, methods and techniques utilized in the comprehensive recruitment and selection of qualified candidates for instructional and administrative positions.
o comprehensive staffing and onboarding functions in a large urban organization. o supervisory methods and techniques.
o budgetary practices and procedures.
• Demonstrated ability to:
o explain personnel policies and contract provisions to administrators and District personnel.
o plan and direct departmental operations. o effectively lead and manage a work team.
o manage and interpret data.
• Ability to:
o interpret all relevant District and local, state and federal regulations concerning recruitment, selection, certification, and staffing. o evaluate and assess the effectiveness and efficiency of operations.
o communicate effectively, both verbally and in writing. o establish and maintain effective working relationships.
