Job Summary

The Assistant Superintendent of School Organization and Management provides the leadership, management, and vision necessary to ensure that the District has an effective and proactive approach to maintaining high-quality operations for a large system with competing demands. The Assistant Superintendent of School Organization and Management works at the intersection of all district offices to provide integrated, comprehensive operational and management system support for schools. The focus is streamlining systems and supporting implementation of complex operational challenges, which allows for increased efficiency with an intentional focus on student learning.

At the core, the School Organization and Management Department are first responders who connect schools with necessary central office support, create pathways of communication, and develop strong operational systems. School Organization is grounded in the assurance that all students are scheduled so that their academic programming is aligned to state and district requirements; and that every student graduates on time ready for their future. The successful candidate will lead with a collaborative energetic style, guided by the District’s vision that every child in Philadelphia is prepared to imagine and realize any future they desire.

Essential Functions

·  Facilitates the day-to-day operations of schools inclusive of the Academic Calendar (Just in Time) aligned initiatives including, but not limited to: Facilities School Relocations to swing spaces due to emergency situations; Staff Deployment (instructional/climate) due to emergencies; School Bell Schedules; School Leader Resources such as the development and distribution of the School Leader Desk Reference Guide; Academic School Year transition/new school year opening; School Year preparedness and readiness (Talent/Facilities, for example); Graduations.

·  Fosters a culture of high expectations with shared strategic goals around measurable outcomes and continuous improvement in school operations.

·  Establishes clearly defined and measured goals; ensures staff is accountable for achieving excellence using an approach that values cohesiveness, collaboration, and a student-centered mindset.

·  Works to ensure that the Board of Education Goals & Guardrails, SDP Strategic Plan, and the Academic Services Division priorities are at the core of the work.

·  Creates a climate that promotes respect for others, embraces diversity as a strategic advantage, accepts alternative ideas and approaches, and adheres to the highest ethical standards and practices.

·  Communicates priorities and important information transparently and accurately to staff and schools.

·  Continuously measures and assesses the effectiveness of processes within the school organization and management departments, including developing and regularly tracking progress toward ambitious team goals that support student learning.

·  Promotes and embodies the District’s core values and student-centered beliefs within the work of the office.

·  Ensures the deployment of resources and approaches to appropriately and effectively address challenges.

·  Ensures that functions and activities are executed in compliance with District policies and professional standards and local, state and federal laws.

·  Uses executive judgment to solve problems and manage crises.

·  Ensures coordinated, excellent services are delivered to schools.

·  Performs other duties and responsibilities as assigned by the Associate Superintendents of School Performance.

·  Leads from the perspective of a service provider, policy advisor, thought partner, and capacity-builder.

Minimum Requirements

·  Master’s degree from an accredited college or university in education, educational administration or a related field.

·  Seven years of full-time, paid, educational experience, at least three of which have been in a school-based administrative or supervisory capacity.

·  Valid Commonwealth of Pennsylvania Superintendent’s Letter of Eligibility or Commission Qualification Letter.

NOTE: An applicant who does not meet the minimum education or work experience requirements listed above may be considered if, at the sole discretion of the Talent Office, they have a unique combination of education and work experiences that indicates potential for success in this role.

Demonstrated knowledge of:

o   educational leadership, policy, and best practices in school organization and management.

o   current principles, practices, and procedures of operations, management, and organization.

o   effective school operations, staff development, and performance evaluation.

o   interpreting data to inform strategic decisions and evaluate program effectiveness.

o   principles and techniques related to strategies to increase the efficiency of operations.

o   supervisory methods, leading change, and techniques.

Demonstrated skill in:

o   addressing matters of equity, race, and bias in decision-making with respect, and honesty.

o   planning, organization, and project management.

Demonstrated ability to:

o    lead and implement broad-based initiatives and programs.

o    initiate and direct strategic planning activities.

o    identify numerous dependencies and develop a comprehensive, technical plan of action.

o    plan, coordinate, and direct the activities of a large staff.

o    analyze and resolve complex problems, make cogent recommendations, and effectively summarize and present data.

o    handle a crisis in collaboration with internal and external stakeholders.

o    express ideas effectively, both orally and in writing.

o    establish and maintain effective working relationships within and outside of the District.
