Job Summary

The Deputy Chief of Diverse Learners provides administrative support to stakeholders engaged in improving academic outcomes to ensure the existence of optimal learning conditions, which foster the delivery of quality educational programs that support the success, personal growth, and development of all students.  Directs and coordinates all matters related to compliance, instruction, and services to English Language Learners (ELLs). Oversight of the Multi-Tiered System of Supports for all learners across the School District of Philadelphia. Serves as a conduit through which the services of central office units are delivered and implemented at schools.  The Deputy Chief will also ensure that principals, academic divisions and central staff are equipped with the tools and training to implement, support, and monitor effective instruction. The Deputy Chief will have a strong, proven track record in improving educational results for diverse learners, outstanding adult learning and development skills, and an ability to translate teacher and school needs into District leadership and policy. Collaborates with school, network and centrally-based staff to support the academic acceleration of Diverse Learners.

Essential Functions

Oversees the Office of Diverse Learners, including Multilingual Curriculum, Multi-Tiered System of Supports.

Determines, defines and implements policies and strategies to achieve the goals, objectives and priorities of the office.

Assists with the implementation of District policies and procedures; disseminates policy and information to all stakeholders; distributes policies and procedures which affect students and employees; coordinates academic efforts for Diverse Learners. 

Monitors the implementation of MTSS in schools; leads improvement efforts where implementation is not effective.

Acts as a thought leader and spokesperson on behalf of the Chief

Identifies and evaluates interventions and opportunities to accelerate student performance.

Leads the activities of the staff; establishes areas of responsibility for and monitors the effectiveness of the team.

Provides support for collecting, analyzing and reporting student progress and growth data for District reports; works closely with the Office of Research and Evaluation.

Develops and directs the implementation and administration of policies and procedures designed to maximize the delivery of support services to all schools which effectively impact student achievement.

Supports the program management of departmental grants of Diverse Learners, and Multilingual Programs.

Monitors the work of designated offices and programs to increase efficiency and effectiveness across offices and functions. 

Supports the coordination of a system of support for all school staff by identifying areas of needs, providing access to services and information that emphasize prevention and positive interventions.

Fosters and maintains cooperative working relationships with District administrators, government officials and community organizations.

Supports a large-scale change effort within the District and a strong organizational culture across departments within the District.

Supports the selection and adoption of intervention resources. 

Monitors student assessment data to ensure that it is interpreted to effectively flag and address system-wide instructional weakness areas.

Supports the development of effective programs for targeted student populations, ensuring that the District is able to engage and educate diverse learners. 

Conducts and attends meetings with internal and external stakeholders.

Minimum Requirements

Master’s degree in education or a related field from an accredited college or university.

Ten years of full-time, paid, professional experience in education, at least seven of which have involved directing an educational program, leading a team and/or organization with equivalent functions.

● Valid Superintendent’s Letter of Eligibility issued by the Commonwealth of Pennsylvania

Knowledge, Skills and Abilities

Demonstrated knowledge of: 

○     current practices in school administration and supervision, budgeting, desegregation, human relations, community stakeholder building and multi-cultural programs in urban school environments.

○    educational administrative process as it relates to school organization and management.

○  decision-making and due process procedures.

○    managing, interpreting and applying data.

○ understanding of pedagogy and using individual student as well as school-wide assessment data to drive student achievement gains in an urban setting.

 ○    leadership methods and effectively motivating teams and individuals.  

 ○ curriculum development and implementation and instructional strategies related to curriculum, content and problem-solving.

 ○ strategic planning and coordination of large-scale projects and initiatives.

 ○  District administrative policies, goals and objectives. 

 ○  administrative policies and procedures. 

 ○  supervisory and coordinative techniques as they apply to program and personnel development. 

Demonstrated ability to: 

○     oversee, direct and coordinate the work of others in the effective implementation of the District’s policies and procedures. ○ be relentless about student outcomes.

○   drive large initiatives and provide organization guidance.

○    interpret programs, policies and directives to community stakeholders.

○   use data to drive decision-making process.

○ think critically around organization development, efficiency and effectiveness.

○    communicate effectively, both orally and in writing.

○    establish and maintain effective working relationships.
