Title: Family Service Field Representative 
Department: Prekindergarten Head Start        
Reports To:  Administrative Superior 

This is a full-time, PFT role. The salary grade for this posting is 0514A. The salary range is $26,973 to $50,463. Please note that all new members to the union will start at the first salary step for the position.

Job Summary:

Provides assistance to children, and their families, enrolled in the Prekindergarten Head Start program. Recruits program participants, advises parents and organizes parents for active participation in the program. Recruits and registers students, investigates student problems, trains parents to enhance varied skills, and acts as a liaison between administration and parents. Identifies the social service needs of children and their families and organizes viable parent groups. 

Essential Functions:

      Recruits student participants for the Prekindergarten Head Start program; interviews interested parents in the registration process; makes eligibility determinations based on program guidelines.

     Reviews attendance records of students; investigates problems of poor attendance or lateness; makes home visits; identifies social service needs of students and their families; assists families in identifying and utilizing existing community resources; makes referrals to agencies.

     Assists in the coordination and implementation of a parent involvement program; actively recruits parents as program volunteers; provides orientation for parent groups; participates in the planning and organization of an annual training conference.

     Recruits parents for participation on the program’s policy council; provides technical assistance as needed. 

     Conducts workshops for parents; provides training to staff in parent involvement techniques to ensure that parents participate in all program components.

     Works with the Home and School organization in the integration of Prekindergarten Head Start parents into the program.

     Meets with the school principals to keep them abreast of and to secure permission for activities planned by parents.

     Attends staff meetings and participates in staff development sessions.

        Advocates for the Prekindergarten Head Start goals and services for families and communities. 

        Ensures the operation of the program is in compliance with the performance standards.

Minimum Requirements:

   High school diploma or equivalent.

 Two years of full-time, paid, experience working with parents and community groups in human relations, social services, community action, school community relations or a related field.

 Within eighteen months of hire, a credential or certification in social work, human services, family services, counseling or a related filed must be obtained.

 

Knowledge, Skills and Abilities:

Demonstrated knowledge of:

o the social, economic and health problems common in the urban communities

o the function of social welfare agencies.

o available community resources. 

 

Demonstrated ability to:

o interpret Prekindergarten Head Start policies, guidelines and program objectives to parents, staff and the community.

o  learn about the services and functions of the Prekindergarten Head Start program.

o   recruit parent volunteers and involve them in program activities.

o plan, organize and conduct workshops and meetings.

o express ideas effectively, both orally and in writing.

o   establish and maintain effective working relationships.
