Job Summary

The Deputy Superintendent of Business and Operations is charged with ensuring the School District of Philadelphia has efficient, effective, and innovative operational systems and standard operating procedures that provide the foundation for achieving the District’s Goals and Guardrails. This includes, but is not limited to, improving onboarding and talent retention, the integration of data systems and tools that enable data-driven decision making at all levels of the organization, effective management and oversight of buildings, innovative use of technology, and improved key performance indicators (KPI’s) in the following areas: risk management, food services, maintenance and operations, safety and security, transportation, human resources, procurement, and information technology. The Deputy Superintendent of Operations oversees the District’s operational divisions which includes the following offices: Equity, Information Technology, Operations, Safety, and Talent; and other operational functions as designated to achieve the District’s Goals and Guardrails. The Deputy Superintendent serves as a member of the Superintendent’s cabinet and reports directly to the Superintendent.

Essential Functions

Ensure the District runs an effective and compliant procurement process that adheres to all legal requirements and also allows for new and innovative partnerships as needed for the District’s operations

Ensures departments within the Operations division deliver high quality programs to schools, students and families including the work in Capital Programs, Environmental Operations, Facilities and Maintenance, Food Services, Instructional Technology, Safety, and Transportation.

Oversee the long-term vision of the District’s almost 300 buildings that allows for new construction, classroom modernization, and environmental sustainability so that our students and staff experience safe and healthy buildings

Ensure the District implements a comprehensive human capital strategy to recruit, select, deploy, develop and retain highly-effective staff

Oversee the implementation of high-quality, differentiated performance management system for all District staff.

Support the organization’s labor and negotiations strategy.

Ensure the planning, implementation, operation, and maintenance of information technology systems supports and enhance education and business operations as well as increased cost effectiveness and efficiency.

Oversee the creation and use of tools to enable data-driven decision-making at all levels of the organization.

Ensure the evolution and implementation of technology that is aligned with an operational strategy and allows for innovation.

Develop and implement plans for the operational infrastructure of integrated data systems, processes, and organizational structure to accommodate both department and District goals.

Oversee a high-quality, efficient, and compliant procurement process to ensure the District has access to high-quality partnerships and goods in alignment with all applicable laws.

Continuously measure and assess the effectiveness of all processes within the operational departments, including regularly tracking progress toward ambitious team goals that support student learning.   

Supervise senior staff who are responsible for specific operational functions, setting performance standards and objectives, providing proper training and professional development opportunities, and evaluating performance.

Oversee and coordinate the development of budgets related to the operational divisions including staffing needs, materials and resources, and provision for the activities of the district

Provide supervision to the Office of Safety and lead the District’s emergency management plans.

Encourage and promote collaboration across all functional areas as well as with other internal and external partners.

Ensure the operational aspects of the District demonstrate a high level of customer service with students at the core, support the District’s Goals and Guardrails, and are aligned with diversity, equity and inclusion plans and goals of the District.

Present information through oral and written reports cogently and clearly to the Board of Education; legislators; city, state, and federal officials, philanthropic partners, and other relevant stakeholders

Ensure all program areas are in compliance with governing federal, state and local regulations.

Meet major projects and initiatives on time and within budget

Represent the Superintendent, as needed, with respect to any and all operational matters related to the District.

Minimum Requirements

Master's degree from an accredited college or university.

Six sigma certified, preferred but not required.

Twelve years of full-time, paid, professional experience in a large organization such as a school district, governmental entity, a university or other education related setting, five of which have been in an administrative or supervisory capacity and have included responsibility for operation aspects of the organization.

Demonstrated Knowledge, Skills and Abilities
