Job Summary 

Sets the vision and strategy for expanded learning opportunities that complement the  academic day and foster the whole-child development of more than 203,000 students across  the District. Reporting to the Assistant Superintendent of the Office of Student Life or  designee, the Executive Director leads a cross-functional team in advancing high quality, data 

informed Out of School Time (OST) and enrichment programs in partnership with city  agencies, community-based organizations, philanthropic partners, and partner offices across  the District. This position plays a critical role in ensuring access, equity, and impact across all  out-of-school time programs, including after-school, extended-day, and summer learning  experiences. 

Essential Functions 

Sets and communicates a bold vision for OST that aligns with the District’s strategic goals  and advances equitable access to high-quality expanded learning opportunities.

Leads the strategic planning, design, and continuous improvement of OST systems and  programs. 

Serves as a thought leader and advocate for the role of OST in closing opportunity gaps and  supporting student achievement and well-being. 

Oversees the development, implementation, and scaling of OST programs funded through District, city, state, and federal sources. 

Directs the work of department leaders, program coordinators, and support staff responsible  for program implementation, compliance, and impact. 

Designs and leads performance-monitoring systems to evaluate program quality, equity of  access, student outcomes, and provider effectiveness. 

Serves as the senior District liaison to the City of Philadelphia, the Pennsylvania Department  of Education, intermediary organizations, and other external stakeholders to align citywide  OST efforts. 

Serves as the primary District liaison to District partner offices in all matters pertaining to  OST and enrichment programming that occurs outside of regular school hours.

Cultivates strategic partnerships with nonprofits, cultural institutions, and funders to expand  and diversify OST offerings. 

Represents the District in public forums, coalition meetings, and high-stakes negotiations  related to OST programming. 

Ensures all OST programs meet applicable regulations, grant requirements, and quality  standards. 

Advises senior District leadership on emerging trends in expanded learning, youth  development, and public-private collaboration.

Prepares and delivers high-level presentations and reports to the Board of Education, District  leadership, funders, and community stakeholders. 

Builds and leads a high-performing team; fosters a culture of collaboration, innovation, and  accountability. 

Designs and oversees professional development and capacity-building strategies for OST  staff and school partners. 

Strengthens coordination across central office departments to support integrated service  delivery in schools. 

Manages all aspects of budget and spending for OST projects funded directly via the Office  of Student Life. 

Minimum Requirements

Master’s degree from an accredited college or university in education, public administration,  nonprofit leadership or a related field. 

Seven years of full-time, paid, professional administrative experience, which have involved working in an educational setting and has included managing grants and working with  community or corporate partners, at least three of which have been in a supervisory or  administrative capacity managing large-scale programs or systems, multimillion-dollar 

budgets, and cross-sector partnerships. 

Knowledge, Skills and Abilities 

Demonstrated knowledge of: 

o expanded learning systems, youth development, and evidence-based  practices in OST. 

o federal, state, and local education policy and funding structures related to  OST and enrichment programs. 

o financial management, strategic planning, and grant administration. 

o supervisory methods and techniques. 

Demonstrated ability to: 

○ lead multi-stakeholder initiatives and drive equity-centered systems change.

○ manage large or complex projects and/or budgets. 

○ motivate and lead teams, foster innovation, and manage through change.

○ present complex data and strategies to diverse audiences. 

○ use a personal computer. 

○ effectively communicate, both verbally and in writing. 

○ establish and maintain effective working relationships.
