Introduction

The Charter Schools Office of The School District of Philadelphia oversees 82 brick and mortar charter schools in the City of Philadelphia on behalf of the School District of Philadelphia Board of Education (BOE), the charter authorizer. In addition to monitoring, evaluating, and assessing charter schools authorized by the BOE, the Charter Schools Office also conducts the review process for new charter applications, evaluates charter amendments, and solicits and evaluates proposals for Renaissance charter operators. Apart from charter authorizing activities, the Charter Schools Office supports all operational functions of charter schools and serves as the liaison with District departments in the areas of facilities, transportation, charter payments, grants, and information technology.

Job Summary

Oversees all aspects of organizational compliance across Philadelphia's charter sector, which includes 82 schools. Leads the evaluation of charter school performance using the Charter School Performance Framework, provides management assistance to improve practices, and strengthen relationships with school leaders during high stakes authorizing evaluations.

In addition to these responsibilities, oversees all new charter applications and charter amendments. Works collaboratively with other departments to ensure that ail new charter applications and amendments are appropriately evaluated. Provides strategic direction, guidance, and support to the office, as well as manage the Quality and Accountability team.

As the Deputy, Quality and Accountability, plays a critical role in ensuring that Philadelphia's charter schools meet the highest standards of excellence. Works closely with school leaders to identify areas for improvement, provide technical assistance, and facilitate the sharing of best practices across the sector.

Essential Functions

Leads the evaluation of organizational compliance and viability across Philadelphia's charter sector, including monitoring and assessing school performance and compliance with relevant regulations and policies.

Oversees core-authorizing work on behalf of the Board of Education (e.g. new charter applications, renewal, and nonrenewal).

Supports the development of a performance framework that provides clear expectations and goals for schools and measures progress towards those goals.

Provides management assistance to improve practices, resulting in the successful execution of new, renewed, and amended charter agreements.

Strengthens and maintains relationships with school leaders when conducting high stakes authorizing evaluations, providing guidance and support to ensure that schools are meeting their goals and objectives.

Minimum Requirements

Master's degree from an accredited college or university with a major concentration in education, educational administration, education policy, business or a related field.

Nine years of full-time, paid, professional experience in school district leadership, charter school leadership, charter school authorizing, or other relevant experience which has included strategic planning, project management as well as leading and working cross-functionally with an equity lens that honors diversity of thought and background.

Knowledge, Skills and Abilities

Demonstrated knowledge of:

•        best practices related to charter school quality and accountability, including leading performance evaluations and overseeing compliance.

•        project management and managing multiple projects simultaneously and ensuring their successful completion within established timelines and budgets.

•        Demonstrated ability to:

 lead and manage a team responsible for evaluating charter school performance and overseeing compliance.

 develop and implement strategies to improve organizational outcomes related to quality and accountability.

•        effectively manage teams to results and promote growth and development of individuals.

•        use keen judgement in day-to-day operations.

 identify and deal with sensitive and/or controversial issues.

 build and maintain productive, collaborative relationships with external stakeholders, partners, elected officials, and community organizations.

 use insights from performance evaluations to inform decision-making.

 communicate effectively about performance evaluations, compliance, and organizational strategies and initiatives to a variety of audiences, including senior leadership, external partners, and the public.

communicate effectively, both written and verbal, with internal and external stakeholders.
