Job Summary

Coordinates, plans and provides direction to staff engaged in training and the provision of technical assistance for prevention, intervention and behavioral health services. Oversees the response to behavioral health emergencies/crises and the aftermath of traumas that affect school communities. Develops and implements strategies that supports a positive school climate and promotes the social, emotional, behavioral, and cognitive development of students in order to maximize opportunities for learning. Builds effective systems that enhance programs and services to families and ensures compliance with the State’s mandated Student Assistance Process (SAP). 

Essential Functions - Prevention and Intervention Specialty

· Coordinates and provides guidance to staff engaged in various activities which support prevention, intervention, and behavioral health; ensures that training is effective in meeting assessed needs and achieving departmental and District objectives.

· Collaborates with the Pennsylvania Department of Education advisors to assist with the development and maintenance of policies and procedures that comply with the Commonwealth of Pennsylvania’s training standards for SAP.

· Develops and facilitates training for principals and school-based staff to support the development of positive learning environments using research-based models.

· Provides oversight for the District’s behavioral health emergency response with the City’s Department of Behavioral Health to ensure appropriate risk assessment, intervention and aftercare coordination.

· Participates in the development and implementation of the database system used to document student-level intervention through the District’s Response to Instruction and Intervention (RtII).

· Participates in the development and implementation of evidence-based models for school climate, prevention and intervention such as Positive Behavior Support, Bullying Prevention, Restorative Practices, and Peer

· Works with stakeholders to coordinate and guide the delivery of school-based behavioral health services.

· Collaborates with the City of Philadelphia’s major child-serving systems; supports interagency collaboration and resource development on behalf of District students and families.

· Collaborates with other District offices to support an integrated approach to prevention, intervention and aftercare which removes barriers to learning and promotes success.

· Manages grants and ensures compliance with guidelines.

 

Minimum Requirements - Prevention and Intervention  

· Master’s degree from an accredited college or university in social services or behavioral health.

· Five years of full-time, paid, professional experience in social services or behavioral health which have included the responsibility developing training for staff in the areas of prevention, intervention, and/or behavioral health.

· Bachelor’s degree from an accredited college or university in social services or behavioral health.

· Seven years of full-time, paid, professional experience in social services or behavioral health which have included the responsibility developing training for staff in the areas of prevention, intervention, and/or behavioral health.

· All work experience related to the position must be included on the resume.

Knowledge, Skills and Abilities  

Demonstrated knowledge of:

○     the modern principles, practices and procedures of social work, counseling, and/or behavioral health.

○     the current trends, techniques and challenges in the area of prevention, intervention, and behavioral health.

○     the procedures and guidelines of programs and providers operating under the City’s Department of Behavioral Health, Department and Human Services, and Family Court.

○     federal, state and local mandates governing program administration.

○     federal and state laws, guidelines and regulations governing the management of grants.

○     the methods and techniques for effective program administration.

○     supervisory methods and techniques.

Demonstrated ability to:

○     plan, direct, and coordinate the provision of programmatic services to a diverse student population.

○     work with various internal departments and external educational partner agencies to channel resources, ideas and recommendations for problem resolution and system creation.

o   assess the effectiveness and efficiency of programmatic activities and to make program modifications as needed.

o   provide leadership in designing, developing, and executing professional development to meet identified needs and initiatives.

Ability to:

○     train and facilitate professional development.

○     use a personal computer.

○     communicate effectively, both orally and in writing.

○     establish and maintain effective working relationships.
