Job Summary
Directs, coordinates and monitors a comprehensive budgeting and financial reporting system for the School District of Philadelphia. Oversees the development of comprehensive budgets supporting program plans, the monitoring of budgets, budget revisions, and expenditures to help ensure compliance in Grant Compliance or effective program management and implementation in Transportation. Oversees the preparation of quarterly, yearly, and ad-hoc financial reports. Performs complex financial analysis in support of program objectives and for reporting and compliance. Assists the Chief in ensuring program compliance with School District policies and procedures and local, state and federal policies for Grant Compliance or ensuring effective program management and administration for Transportation. Coordinates office activities with those of other administrative offices. Establishes and maintains close working relationships with local, state and federal agencies.
Essential Functions Both Specialties
- Provides for the analysis and interpretation of governing regulations for programs which includes involvement of various staff members, to establish financial reporting compliance policies and procedures.
- Establishes and directs procedures to ensure that office operating procedures are organized to effect efficient and accurate results; oversees the creation of specific instruments and forms and supervises their utilization in order to standardize and formalize relatively routine procedures pertaining to financial reporting and compliance.
- Represents the office at system improvement and design meetings.
- Analyzes state and federal legislation for implications regarding programmatic financial impacts.
- Oversees the process of preparing reports and related data as required by funders and senior management.
- Directs the implementation of procedures for monitoring budgets; serves as a resource and provides professional development activities regarding financial reporting for the assigned office.
- Organizes, coordinates and performs training as needed for process improvements and to build team’s skill sets.
- Coordinates and manages staff responses to various audits and monitoring visits; drafts response to audit findings; implements procedural changes as needed to avoid future findings.
- Manages available resources and coordinates all activities to ensure the timely completion of assigned responsibilities.
Additional Functions for the Transportation Specialty
- Develops and maintains a fiscally responsible budget; completes the reimbursement and subsidy process for the School District of Philadelphia as well as the Intermediate Unit.
- Monitors and reports on the performance of vendors as well as Attendants and Chauffeurs.
Transportation and Early Childhood Specialty
- Master’s degree from an accredited college or university.
Seven years of full-time, paid, professional experience developing and implementing budgets and completing financial reports, three of which have been in an administrative or supervisory capacity.
OR
- Bachelor’s degree from an accredited college or university.
- Nine years of full-time, paid, professional experience developing and implementing budgets and completing financial reports, three of which have been in an administrative or supervisory capacity.
