Job Summary
Performs lead financial analysis and budget management work. Assists in the coordination and performance of detailed, complex analyses and evaluations of the financial operations of various organizational units and programs in connection with the formulation and execution of the District’s annual budget.

Essential Functions

  • Researches, analyzes and documents the financial state of specific disciplines, programs and services provided by District education and service organizational units and delegate agencies.
  • Consults with assigned departments and other units to discuss results of research, including best practices related to financial administration within the field of study, and statistical data relating to units’ fiscal performance.
  • Coordinates the establishment of new program budgets, including the designation of fund, project, program and object codes, opening of positions and program cessation dates.
  • Develops fiscal performance criteria for new programs, including audit processes and fiscal performance measures.
  • Coordinates the implementation of fiscal performance measurements and evaluation processes.
  • Instructs Financial Analysts, Financial Management Trainees and assigned organizational units on the guidelines of establishing, implementing and monitoring fiscal performance measures.
  • Assists with the publication of the annual budget document.
  • Assists superiors in the development, coordination and evaluation of budgetary training activities.
  • Studies and analyzes program revenue sources and expenditures patterns to identify funding trends in order to anticipate growth and losses in resources for specific programs.
  • Assists long-range planners in the development of revenue and expenditure projections for planning purposes.
  • Coordinates graduate internship activities for the office.
  • Prepares correspondence to respond to inquiries, to request information and to issue directives to assigned units related to budgetary guidelines and requirements.
  • Prepares and maintains necessary records and reports.
  • Assists Principal Financial Analysts and other unit managers on special projects as necessary.

Minimum Requirements

  • Bachelor’s degree from an accredited college or university
  • Five years of full-time, paid, professional experience reviewing, analyzing, evaluating and developing budget requests in a central budget agency, large public jurisdiction or private corporation


Knowledge, Skills and Abilities
Demonstrated knowledge of:

  • the principles, practices and procedures of budget formulation, evaluation and administration.
  • the application of the principles of public administration to budgetary procedures and objectives.

Demonstrated ability to:

  • operate personal computers utilizing word processing, spreadsheet and database software for the purpose of creating documents, reports, charts, and graphs.
  • make group presentations.
  • exercise attention to detail.
  • prepare, analyze and interpret financial statements and reports.
  • exercise discretion and tact in dealing with sensitive situations.
  • maintain necessary records and files, compile information and prepare reports.
  • analyze budget-related procedural and organizational problems and make cogent recommendations for their solution.
  • understand and follow oral or written directions.
  • effectively communicate, both orally and in writing.
  • establish and maintain effective working relationships.
