Job Summary
For the Chief Academic Support Office, coordinates and monitors menu of services and supports and related service components under the aegis of the Chief Academic Support Office. Monitors activities, projects and initiatives related to Title I supplemental services. Supports the management of various initiatives and supplemental instructional models, including, but not limited to, early literacy, Keystone assessments, specialized instruction, and blended learning. Ensures that all activities and programs are measurable and include a plan for how to evaluate success. Provides support in achieving programmatic effectiveness in the operational aspects while maintaining compliance with all applicable federal, state and local guidelines. Ensures that data pertaining to Title I activities is systematically collected, reviewed and maintained.
For all other offices as assigned, oversees the implementation of the programmatic activities for the 21st Century Community Learning Center at various school sites or the Partnerships in Character Education and the Learn and Serve Youth Driven Service Learning grants, Early Childhood Regional Center, Facilities Management Services, High Schools, Charter Schools, Transportation, Procurement Services Office of the Inspector General, Leadership Development and Evaluation, Communications, Research and Evaluation, Family and Community Engagement or School Climate and Culture. Oversees the program operations and assures that the programmatic operations are in compliance with the grant, operating
budget or charter agreement for the assigned area. For the Office of School Climate and Culture, assists staff in supporting the development of positive schools where all students and adults experience the belonging and engagement that support maximal learning and social-emotional development. Supports Climate and Culture Coaches and other Office of School Climate and Culture staff in assisting schools in implementing comprehensive multi
tiered systems of support (MTSS) for behavior that includes school-wide and classroom behavior strategies (Tier I). These strategies are designed to improve school staff behavior management practices, as well as school and classroom climate, for the purpose of improved student behavior and academic success. Supports the use of data within learning networks to guide decision-making about climate programs and interventions. For the Charter Schools Office, assists in the ongoing, active engagement with the charter schools currently operating in the School District of Philadelphia. Involves regular informal and formal school visits and attendance at Board meetings, following up with schools post-visits, and supporting dynamic authorizing functions including monitoring, turnaround and renewal. Supports the Director of Evaluation and Senior Educator Effectiveness Analysts as they perform their duties as it relates to the evaluation system, processes and framework.
Essential Functions
· Plans and implements activities which are designed to achieve the short and long-term goals for ELECT Program; plans and coordinates activities as directed by the Director, Pregnant and Parenting Teen Services to ensure the attainment of required outcomes.
· Provides guidance to departmental staff and contractors in the development of specific and coordinated work plans; ensures that activities are executed in accordance with established timelines.
· Provides oversight for contractual compliance, audits and reporting; monitors the work of ELECT educational sessions and academic support services contractors.
· Conducts school visits for the purpose of workshop observation and assessment.
· Prepares training manuals, logs and other documents for academic supports and ELECT grant educational service delivery.
· Assists with the implementation of policies and procedures for achieving the goals and objectives of ELECT education services.
· Serves as a resource to other District offices and schools.
Minimum Requirements
· Bachelor’s degree from an accredited college or university.
· Two years of full-time, paid, professional which has included coordinating programs, working with academic supports in urban schools and managing external community-based resources.
Knowledge, Skills and Abilities
· Demonstrated knowledge of:
o the principles and current practices in the area of academic enrichment.
o the methods and techniques utilized in effective program planning, design, and administration.
o community resources available to support program initiatives.
o supervisory methods and techniques.
· Demonstrated ability to:
o coordinate professional development activities.
o assess the effectiveness of programmatic activities and to make cogent recommendations for modifications as needed.
o use a personal computer for word processing and data management.
o communicate effectively, both orally and in writing.
o establish and maintain effective relationships.
