Minimum Requirements

  • Bachelor’s degree from an accredited college or university in accounting, finance, business, public administration or a related field.
  • Ten years of full-time, paid, professional experience in the preparation and/or analysis of financial, budgetary, business and public policy documents in a large public agency or major financial institution, five of which have been in a supervisory or administrative capacity and have included responsibility for daily operations.

OR

  • Master’s degree from an accredited college or university in public administration, accounting, business administration, finance, economics, statistics or a related field.
  • Eight years of full-time, paid, professional experience reviewing, analyzing, evaluating and developing budget requests in a central budget agency, large public jurisdiction or private corporation, two of which have been in an administrative or supervisory role.

Knowledge, Skills and Abilities

  • Demonstrated knowledge of:
  • the principles and practices of municipal finance administration.
  • the principles and practices of local government budget management.
  • supervisory methods and techniques.
  • the principles, practices and procedures of budget formulation, evaluation and analysis.
  •  

Demonstrated ability to:

  • transfer the principles and practices of public finance, especially budgets and tools of fiduciary control, into work plans with applicable staff.
  • lead staff in the analysis of program proposals and prepare detailed recommendations regarding their possible financial impact on District programs and objectives.
  • analyze fiscal data and apply pertinent laws, regulations and principles.
  • interpret a variety of financial reports, statements and statistical data.
  • organize and maintain accurate records of program activities.
  • prepare written reports and spreadsheets.
  • communicate effectively, both orally and in writing.
  • establish and maintain effective working relationships.
