REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
• Thorough knowledge of the principles and methods of managing and developing
construction budgets and contract modifications.
• Considerable knowledge of computerized construction management tools and the principles
and methods used in the management of cost control operations.
Considerable knowledge of the principles and methods of developing and managing an
effective computerized contract management program.
• Considerable knowledge of construction fast tracking and related construction management
methods.
• Considerable knowledge of contract law.
• Considerable knowledge of public works bidding procedures and requirements.
• Considerable knowledge of the Federal prevailing wage rate legislation.
• Knowledge of supervisory methods and techniques.
• Skill in developing technical criteria for, and preparing, comprehensive reports, contract
drafts, and draft proposals.
• Ability to master the tenets of the Pennsylvania Prevailing Wage Rate Act.
• Ability to effectively manage technical and support staff.
• Ability to express ideas effectively, both orally and in writing.
• Ability to establish and maintain effective working relationships with contractors,
administrators, associates, and subordinates.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and experience standards which will be used to admit or reject
applicants for examinations.)

• Completion of a bachelor’s degree program at an accredited college or university.
• Seven years construction management experience, which has included the management of cost
control operations, the utilization of construction fast tracking and related construction management
methods, the application of the tenets of contract law in the preparation of contract documents, and
the utilization of computers and computer applications in the completion of work tasks.

OR

• Any equivalent combination of training and experience determined to be acceptable by the
Human Resources Department.
