Job Summary
Oversees capital and general fund improvements and alterations to school buildings and other facilities operated by the School District of Philadelphia. Ensures that construction projects in progress are in compliance with contract specifications. Supervises project inspections and certifies all contractor invoices for payment.
Essential Functions
• Administers a comprehensive program of construction management, including construction budget development and cost control.
• Participates in and supervises the preparation, review, and processing of all construction related contracts.
• Manages all phases of construction from pre-bid to final closeout including safety, local and national code compliance.
• Reviews construction plans and specifications to ensure compliance with contract requirements
• Supervises compliance inspectors or contract managers in the management of construction projects.
• Organizes equipment and system demonstrations.
• Coordinates the resolution of contract disputes with legal and technical support staff.
• Provide weekly information to supervisors on the status of construction projects through narrative and written reports.
• Analyzes claims for change orders; evaluates contractor invoices relative to contract payment schedules, certifies all contractor invoices for final payments schedules, certifies all contractor invoices for final payments and authorizes all final payment vouchers.
• Prepares punch lists.
• Attends and conducts final inspections.
• Coordinates projects with design staff, with the appropriate maintenance and facilities staff.
• Communicates and schedules meetings and activities with school based personnel, Principals, Regional Managers, Facilities, Maintenance and Environmental Department.
Minimum Requirements
• Bachelor's degree program at an accredited college or university with major course work in mechanical, electrical, or structural engineering, architecture, construction management, or a related field.
• Five years of full-time, paid, professional architectural, engineering, or construction management experience in the design and construction phases of commercial or institutional construction projects, at least two years of which have included managing the various phases of construction projects from design inception through project completion, and have included on-site supervision of subordinate employees, participation in the administration of construction contracts, and participation in the management of cost control operations.

• High School diploma or equivalent.
• Eight years of full time, paid, professional experience in construction management or Inspection, which has included the supervision of contractors, participation in the administration of construction contracts and participation in the management of cost control operations for the construction and renovation of school facilities and buildings.
Knowledge, Skills and Abilities
Demonstrated knowledge of:
o the principles and methods of managing and developing construction budgets and contract modifications.
o computerized construction management tools and the principles and methods used in the management of cost control operations.
o the principles and methods of developing and managing an effective computerized contract management program.
o construction fast tracking and related construction management methods.
o contract law.
o public works bidding procedures and requirements.
o the methods, materials, practices, and procedures used in the installation, maintenance, and repair of electrical, plumbing, heating, ventilation, air-conditioning (HVAC), and related mechanical systems.
o Federal prevailing wage rate legislation.
o applicable electrical, mechanical, and building code requirements.
o supervisory methods and techniques.
Demonstrated skill in:
o developing technical criteria for, and preparing, comprehensive reports, contract drafts, and draft proposals.
Demonstrated ability to:
o effectively manage technical and support staff.
o communicate effectively, both verbally and in writing.
o establish and maintain effective working relationships.
