Job Summary
Assists in the coordination and performance of detailed, complex analyses and evaluations of the financial operations of various organizational units and programs in connection with the formulation of the District’s annual Revenue, Debt Service and Cash Flow projections. Uses various technological platforms to create reports for internal and external stakeholders. Serves and supports the duties and the responsibilities of the Director, Fiscal Services (Revenue and Cash Management).


Essential Functions

  • Represents and acts on the behalf of the Director, Fiscal Services (Revenue and Cash Management) and Deputy Chief Financial Officer as directed.
  • Assists in the development and review of relevant Revenue data.
  • Assists in the development and review of relevant Debt data.
  • Assists in the development and review of Cash Flow data.
  • Reviews and monitors the projection-to-actual results.
  • Identifies and corrects projection-to-actual variances in a manner that does not impair the District’s educational progress.
  • Communicates with and create reports for the District’s funding governments and the public.
  • Reviews and update the funding provided by various governmental agencies.
  • Uses cash flow modeling for forecasting.
  • Serves as a technical expert as it relates to the revenue, cash and debt.
  • Works with the General Accounting Office to ensure proper accounting of revenue and debt transactions.
  • Works with the Office of Management and Budget to ensure budget data communicated is accurate and complete.
  • Works with the Grants Office to ensure projection and actual data communicated is accurate and complete.
  • Participates in the completion of various Pennsylvania Department of Education reports.
  • Maintains the District’s ERP system with up to date cash, revenue and debt information.
  • Uses financial spreadsheet programs (Excel and Access) to perform financial analyses and to prepare a variety of financial reports and financial information as needed.
  • Uses the District’s Finance Enterprise Systems (Oracle ERP, Advantage) to obtain financial information and to perform financial analyses and prepare a variety of financial reports and financial information as needed.

Minimum Requirements

  • Bachelor’s degree from an accredited college or university in accounting, business administration, finance or a related field.
  • Five years of full-time, paid, professional experience in accounting, budgeting, and/or financial
    reporting for a public jurisdiction, non-profit, private or public employer.

OR

  • Master’s degree from an accredited college or university in accounting, business administration, finance or a related field.
  • Three years of full-time, paid, professional experience in accounting, budgeting, and/or financial reporting for a public jurisdiction, non-profit, private or public employer.
  • All work experience related to the position must be included on the resume.


Knowledge, Skills and Abilities
Demonstrated knowledge of:

  • the principles, practices and procedures of general and government accounting.
  • the principles, practices, methods and techniques of municipal financial administration.
  • the use of a wide variety of data processing systems and personal computer software, especially as they relate to accounting, financial analyses and reporting information.
  • financial record keeping and work flow practices.
  • quantitative and predictive analysis.
  • project management, system implementation and process improvement practices.

Ability to:

  • oversee and coordinate the work of business users who provide input data.
  • analyze organizational and procedural problems and to make recommendations for improvements.
