Job Summary:
Data stewardship is responsible for ensuring that data policies, procedures, and standards turn into practice within the School District of Philadelphia. Data stewards assist the district in leveraging domain data assets (e.g., Enrollment, Attendance, Dropouts) to full capacity by ensuring quality and integrity of the data. This role will work closely with data owners, data users, and IT to ensure that data governance policies and procedures are effectively implemented.
NOTE: The salary range for this position is $78,898.00 to $100,247.00.
Essential Functions
- Participate in the development of data policies including data quality, data discovery, data retention, data privacy, data use, data sharing, and data regulations.
- Monitor and enforce data quality standards, ensuring classified data is regulated for public
distribution. - Conduct regular data audits to ensure that data quality control is current.
- Log data issues and provide solutions to resolve those issues.
- Review and process any data sharing requests.
- Define and review code values / code (reference data) lists and identify sources of master data.
- Define and review business terms (glossary) and associated attributes including calculations, business rules, data dictionary.
- Attend stewardship group meetings and participate in working groups as needed.
- Review reports and visualization to ensure they are performing as expected to meet the needs of the business ensuring the data remains thoroughly validated to ensure the compliance and security of the data.
- Provide testing guidance and data validation support for dashboards and reports constructed for their respective are to conform to the office’s policies and procedures.
- Develop and maintain comprehensive metadata documentation, data laws state and federal wide to avoid penalties or fines.
- Ensure compliance with data governance standards and regulations.
- Act as a liaison between business units and IT for data-related issues.
- Promote data stewardship practices and responsibilities across the organization.
- Coordinate with data owners and users to address data discrepancies.
- Provide training and support to data users on data governance policies, procedures and data stewardship training programs.
- Help maintain a consistent use of data resources across the organization.
- Serves as an advocate and thought leader of data, educating stakeholders and keeping a pulse on new best practices and technology.
- Monitor data usage to assist teams, developers share best practice trends in data use, and provide insight into how and where data teams and developers can use data to help in day-to-day decision-making.
- Responsible for protecting the data—while providing information on potential risks and offering regulatory guidance.
Minimum Requirements
- Bachelor’s degree from an accredited college or university.
- Five years of full-time, paid, professional experience with in data stewardship, data management and data governance.
OR - Any equivalent combination of training and experience determined to be acceptable by the
- Office of Talent in collaboration with the assigned office.
Knowledge, Skills and Abilities
• Demonstrated knowledge of:
- Strong understanding of data governance principles and best practices.
- Excellent analytical, problem-solving, and communication skills.
- Proficiency in data management and analysis tools (e.g., Word, PowerPoint, SQL, Excel, Google Sheets, R, Python).
Demonstrated ability to:
- Strong understanding of data governance principles and best practices.
- create and generate reports through Crystal Reports or other District reporting tools, analyzing data from the District’s mainframe system.
- manipulate data using various spreadsheet applications such as MS Excel.
