Minimum Requirements
● Ten years of full-time, paid, professional human resources experience in a large complex organization which have included unionized work forces, at least three of which have been in an administrative capacity and have included supervising professional and support staff, organizational planning, and developing and/or overseeing the implementation of policies and procedures.
Knowledge, Skills and Abilities
● Demonstrated knowledge of:
o the principles, practices and philosophy of human resources administration and management.
o administrative and business management principles and practices.
o the principles, practices and techniques of personnel administration.
o the principles, practices and techniques used in collective bargaining, and contract management and interpretation.
o the principles and practices of benefits administration.
o federal, state, and local laws and regulations governing the administration of an employee benefits program.
o the principles and techniques of organizational planning, development and analysis.
o budgeting and associated record keeping.
o supervisory methods and techniques.
● Knowledge of:
o the various functions commonly found in human resources organization including employment, recruitment, employee/labor relations, retirement and compensation and classification.
o the various functions commonly found in human resources organization including employment, recruitment, employee/labor relations, retirement and compensation and classification.
● Ability to:
o plan, direct and coordinate the activities of multiple functional areas through subordinate administrators.
o plan new or revise existing programs in response to the changing needs of the District.
o establish an effective communication system across multiple functional areas.
o evaluate and assess the effectiveness and efficiency of services.
o assess the training needs of staff.
o operate a personal computer and be proficient with Microsoft Word and Excel.
o express ideas effectively, both orally and in writing.
o establish and maintain effective working relationships.
