Executive Director, Procurement Services

Minimum Requirements
- Bachelor’s degree from an accredited college or university.
- Ten years of full-time, paid, professional experience in procurement services, five of which have been in an administrative or supervisory capacity.
Knowledge, Skills and Abilities
- Demonstrated knowledge of:
- the principles and practices of procurement as applied to the School District of Philadelphia.
- the principles and practices of contract administration.
- the standards and evaluation methods used to assess the quality and value of goods and services.
- the various grades, qualities and supply sources of commodities and services available to meet the District’s needs.
- the markets and pricing methods and differentials as applied to a wide variety of goods and services required for the School District of Philadelphia.
- wage rate and tax regulations for public works assignments as applicable.
- the activities, organizations and practices of a variety of groups engaged in efforts to support minorities and/or minority-owned businesses.
- market research and cost drivers.
- quality assurance principles and their application to procurement.
- standard office computer software packages, such as word processing, spreadsheets and databases, as required.
- Demonstrated ability to:
- oversee competitive bid analyses and evaluations for the procurement of goods and services.
- effectively plan, coordinate and direct the activities of a technical and clerical staff.
- implement best practices and an e-procurement system.
- analyze, advise and interpret policies and laws that regulated the acquisition of goods and services.
- plan, organize and direct subordinate managerial and clerical staff.
- determine favorable procurement processes and coordinate supply chain activities to secure the best value for commodities.
- effectively implement a district-wide inventory control, inspection, surplus property disposal and advertising program.
- negotiate, influence and effectively advise.
- communicate effectively, both orally and in writing.
- establish and maintain effective working relationships with employees, vendors, contractors, representatives of other agencies, departments and units and the general public.
- lead change.
