Minimum Requirements

  • Master’s degree from an accredited college or university in human resources, education, business administration, organizational leadership, or a closely related field. Candidates with a Master’s degree from an accredited college or university in a field not closely related to one of the four named fields may substitute one additional year of experience (outlined below) in place of a degree in a field closely related to one of the four named fields. AND

  • At least six years of full-time, paid, professional administrative experience in human resources in a large school district, governmental agency, or corporation which has included advising and assisting administrators on talent/human resources matters and resolving talent/human resources concerns. AND

  • At least three years of experience managing people as a direct supervisor with direct accountability for the performance of multiple employees, which may be counted toward the six-year requirement above. Candidates without experience managing people as a direct supervisor may substitute six additional years of experience in a role specifically focused on providing other managers/supervisors with talent/human resources support, including support for managers/supervisors in hiring, developing, evaluating, engaging, supporting, and retaining employees.

NOTE: An applicant who does not meet the minimum education or work experience requirements listed above may be considered if, at the sole discretion of the Talent Office, they have a unique combination of education and work experiences that indicates potential for success in this role.

Knowledge, Skills and Abilities 

Demonstrated knowledge of:

  • the principles and practices of public personnel policies as they affect a large district.
  • the current practices, methods and techniques utilized to effectively supervise employees and lead teams, particularly in education settings
  • comprehensive staffing and hiring functions in a large urban organization.
  • supervisory methods and techniques.
  • budgetary practices and procedures.

Demonstrated skill in:

  • the use of Microsoft Word and Excel.
  • the use of one or more common human resource management systems (e.g., Oracle)

 Demonstrated ability to:

  • explain personnel policies and contract provisions to administrators and others.
  • plan and direct departmental operations.
  • effectively lead and manage a work team.
  • communicate effectively, both verbally and in writing.
  • manage and interpret data.

Ability to:

  • interpret all relevant District and local, state and federal regulations concerning recruitment, selection, certification, and staffing.
  • evaluate and assess the effectiveness and efficiency of operations.
  • establish and maintain effective working relationships.
