Minimum Requirements

  • Bachelor’s degree from an accredited college or university.
  • Seven years of full-time, paid professional experience in small business development, at least three of which have been in an administrative or supervisory capacity and has included the development of minority and small business opportunities.

Knowledge, Skills and Abilities

  • Demonstrated knowledge of:

○    the methods and procedures involved in developing guidelines, policies and procedures to ensure the equitable participation of minority and small businesses.

○    the current business community especially as it pertains to minority and small businesses.

○    procurement procedures and practices.

○    administrative practices and procedures commonly used in large organizations.

○    practices and procedures necessary to promote supplier diversity.

○    software applications used for word processing.

 

  • Demonstrated ability to:

○    direct, plan, evaluate and implement the strategic economic opportunity plan for MWBEs.

○    recommend changes in MWBE plans and target goals.

○    achieve the effective integration of the strategic economic opportunity plan into the overall procurement process.

○    perform numerous tasks while adhering to deadlines.

○    manage and supervise the activities of staff and consultants.

○    learn and interpret all District policies and procedures applicable to MWBEs.

○    obtain factual data and organize materials.

○    evaluate data and prepare reports and cogent recommendations.

    conduct training on supplier diversity policies and procedures.

○    operate a personal computer.

○    use Microsoft Word, EXCEL, Access, PowerPoint and Outlook applications.

○    communicate effectively, both orally and in writing.

○    establish and maintain effective working relationships.
