Job Summary

Provides instructional leadership designed to provide optimum quality of education. Provides leadership in establishing system-wide goals and assists in the development of a comprehensive program plan. Communicates with staff and community and in the planning for professional development of staff. Ensures quality implementation of curriculum through focused instruction. Assists in the preparation of budget and administers budget in accordance with required procedures. Fosters and promotes teamwork in the design and development of educational strategies. Assists in the development and implementation of policies and provides leadership in assessing personnel. Communicates a vision that leads Assistant Superintendents, Principals and Teachers in providing a learning environment that enables students to become engaged and productive citizens. Develops strategic alliances and works collaboratively with parents and other stakeholders to ensure confidence in the District’s ability to educate children.

Essential Functions

•  Provides instructional leadership designed to provide optimum quality of education and focus on elementary schools and the Accelerate Philly Strategic Plan.

•  Ensures quality implementation of curriculum through focused instruction.

•  Fosters and promotes teamwork in the design and development of educational strategies.

•  Formulates plans for educational program reforms and serves as an agent of change.

•  Communicates a vision that leads principals and teachers in providing a learning environment that enables students to become engaged and productive citizens.

•  Ensures the implementation of school action plans.

•  Works with the Assistant Superintendents to implement innovation programs and additional educational resources for schools.

•  Monitors the implementation of grants for systemic recommendations for strategic long-term goals related to the assigned area of responsibility.

•  Creates and manages the budget for the assigned area of responsibility.

•  Develops and monitors time and expense project budgets.

•  Develops project plans, work breakdown structures and schedules required to successfully complete projects on time and within budget constraints.

•  Ensures academic programs enhance student learning and growth.

•  Plans and control staffing and performs other human resources, finance and payroll related functions for assigned employees. 

•  Provides appropriate supervision, mentoring and professional growth and development to assigned staff; develops and implements professional growth plans to include keeping abreast of current developments, literature and technical resources of information.

•  Leads team in the design, development, implementation, monitoring and documenting of improvement plans and procedures.

•  Functions as a qualified observer.

•  Performs and promotes all activities in compliance with equal employment and non-discrimination policies; follows federal and state laws, school board policies and professional standards.

Minimum Requirements

•  Master’s degree from an accredited college or university in education, educational administration or a related field.

•  Ten years of full-time, paid educational experience, at least five of which have been in an administrative or supervisory capacity.'

•  Possession of a valid Commonwealth of Pennsylvania Superintendent’s Letter of Eligibility.
