Job Summary

The Assistant Inspector General for Quality Assurance assists the Inspector General by reviewing investigative reports and other work products to ensure information conveyed is supported with documentary or other evidence; and findings and recommendations are appropriately addressed through a corrective action plan. Functions are performed in accordance with the Association of Inspectors General Principles and Standards for Office of Inspector General, Quality Standards. The Assistant Inspector General for Quality Assurance ensures the OIG's work is accurate, transparent, fair, objective, well supported by the evidence, consistent with best practices, and produced without bias or prejudice; and corrective actions based on OIG findings and recommendations are addressed promptly and consistently.  

Essential Functions

   Oversees the Office of Inspector General’s (OIGs) Quality Assurance program.

   Evaluates investigative reports, inspections, and reviews to ensure OIG reports are properly supported with documentary or other evidence.

   Supervises subordinate staff.

   Performs quality assurance testing of the OIG's work to ensure work products are produced in accordance with the Association of Inspectors General Principles and Standards for Office of the Inspector General and Board policy.

   Notifies the Inspector General of any deficiencies identified within the reports and recommends corrective actions for management to correct the deficiencies and improve the quality of the OIG's work products.

   Assists the Inspector General to prepare OIG reports for external distribution and publication.

   Requests status reports from investigated departments, offices, or divisions, regarding corrective actions taken to address reported findings, deficiencies, and/or recommendations, and make further recommendations if necessary.

   Coordinates the OIG's follow-up process including conducting meetings with relevant stakeholders and maintaining records regarding corrective actions.

   Provides training to OIG and District staff on matters related to OIG engagements including the follow-up process. 

   Provides other duties as assigned.

Minimum Requirements

   Bachelor’s degree from an accredited college or university in accounting, business management, finance, public administration.

   Bachelor’s degree from an accredited college or university in accounting, business management, finance, public administration. 

   Five years of full-time, paid, professional, government quality assurance, investigative, contracting or acquisition program management experience with direct accountability for cost, schedule and performance or engineering project management overseeing programs in excess of $5M or criminal investigations conducting fraud and oversight of public entities, programs and contracts. Experience in municipal government is preferred.

   Preference for dual certification from the Association of Inspectors General as a Certified Inspector General Investigator (CIGI) and a Certified Inspector General Evaluator (CIGE).

 

Knowledge, Skills and Abilities  

Demonstrated knowledge of:

o   the principals, practices, methods, and procedures of investigation, inspections, and reviews.

o   the laws, rules, and regulations, applicable to the Office of Inspector General.

 

   Demonstrated ability to:

o   plan, organize, direct and coordinate daily work activities. 

o   effectively plan, organize and coordinate quality assurance work assignments. o work with local, state and federal law enforcement agencies. o operate a personal computer utilizing word processing and spreadsheet software for the purpose of creating documents and reports.

o   effectively communicate, both orally and in writing.

o   establish and maintain effective working relationships.
